Chief Hahn, the law is what it is, a fella 'shouting at passing cars' was actually a citizen lawfully exercising his 1A and 2A right at the same time, with a bull horn. It seems that you may have a problem with a citizen exercising their 1A and 2A right, lawfully, and in public, as does this 'paper'.
