The Missouri Constitution, Art. 1 Sec. 23 is second amendment rights "which Shall not be imnfringed". When we ignore our own constitution where are we then? It is the purpose of government to defend rights and freedom and liberty. I think government has lost its focus. The second amendment is a "right which shall not be infringed". Art 1 Sec 23 of the Missouri Constitution gives the right to keep and bear arms. They are "rights" not soemthing which needs the approval of any local government. What would be next in line of Constutional rights county or municipal government would limit or prohibit.
