City officials have had trouble filling the seat.
City Administrator Jim Arndt had told The Missourian that there were very few people coming forward to fill the spot.
In September Blum recommended the seat be filled by Josh Kasper, but Kasper withdrew his name several days before being sworn in citing eligibility concerns.
If approved, Tate's term will last until the April elections.
Davis, an employee of Chrysler, resigned as his work was transferred to the Kokomo, Ind., plant and would no longer be able to fulfill board duties.
At the time, he said he didn't want to resign, but needed to finish out his last few years of Chrysler before retirement.
His family still resides in St. Clair and he returns on weekends.
In Other Business on Monday
* Aldermen will consider authorizing the city to host a Community Christmas Tree Lighting Ceremony in the lawn of city hall on Tuesday, Nov. 24, at 6 p.m.
The project will include the reading of a children's Christmas book, caroling and a visit from Santa Claus.
* Tammy Alsop will be present to answer any questions from the board concerning the city's single audit report and 2008 financial statements.
* Officials will discuss and recommend a contractor to take on city lawn care projects. Bids were opened and read at the previous board meeting.
* Aldermen will be asked to approve the purchase of three doors within city facilities that require immediate maintenance attention.
The administration has received a local quote to replace two of the doors, including the thresholds and to repair one door.
The purchase is an in budgeted expense, therefore, requires board approval.
