Officials Seeking Ideas for Areas For Park Development

Officials are seeking input on how to develop park areas as the city begins the preliminary stages of a comprehensive plan.



Parks and Recreation Director Kevin Arand asked the city park advisory board for any suggestions for several areas of "green space" slated for park use. "The more ideas we can get from everybody, the better we can plan," Arand told the board last week. "There is a lot of acreage and we really need help with what we can do with it."

The areas that could be developed into parks include:

* A piece of land on Washington Avenue across from Hall Brothers Lumber Co.;

* Two parcels of land near the Church Street bridge.

* An area of land on Independence drive across from Rexam Containers that stretches from the railroad tracks to Woodland Oaks subdivision.

Arand added that he also would like to make changes to Autumn Hill Park. "I'd like to do different things with Autumn Hill, as far as cleaning it out," he said.

Arand said one possibility would be to construct an amphitheater at the park on Autumn Hill Drive. He said seating could be grass, concrete or stadium seating.

"Now we can't touch that (Autumn Hill park) until we do research because it was given to us," he said. "There may be stipulations as to how it can be used."

Mayor Mike Livengood said there are some green spaces that are in floodplains, like the property on Washington Avenue, and structures can't be built on the land.

The city is just beginning the process of developing a long-range comprehensive plan. Officials are working to enter into a contract with the planning firm URS.

Alderman Tammy Stowe said one element that drew the city toward selecting URS as the firm to work on the plan is that one partner of the firm is geared toward park development. A comprehensive plan is the document that sets plans for future growth and development. The plan assists with bond ratings and it makes the city more attractive when applying for grants. It also provides the policy framework for the community to guide development and land use activities. The city's 2020 plan was written in 1999.

URS will meet with the city's personnel and finance committee to review an agreement between the firm and the city. The plan is expected to cost between $50,000 and $60,000.

Earlier this year, officials agreed that the city should pursue the 10-year comprehensive plan as opposed to a five-year capital improvement plan, or other planning strategy.
