Blum advised aldermen to review the draft and suggest any modifications to City Administrator Jim Arndt.
Ward 2 Alderman Don Pierce said he would like to see a resurfacing project for South Street make the list.
"It's just coming apart," he said, adding that excess traffic from mail and garbage trucks have accelerated its erosion.
Blum said he and Arndt would look into adding the provision.
Alderman Shawn Davis said he believes St. Clair citizens are most in need of smoother streets.
"I think street resurfacing is what's most important to my constituents," he said. "They really want the streets fixed. We're doing what we can with the limited budget we have. The mayor and Jim (Arndt) have gone out and looked at these streets. We're looking to fix the worst first but if we had more money, we'd fix them all."
Some improvements listed in the plan include the following:
* A pavilion in Evergreen Park constructed on the existing concrete pad. The pavilion will provide another location for residents to rent out for personal functions.
* Orchard Park bathrooms would be updated and renovated to enhance the city's main recreation area that hosts several athletic events and two festivals.
The construction of a newly designed water complex and recreation center.
The new complex could be an indoor facility that could allow for pool use year-round.
The project would require a tax increase voted in by the citizens of St. Clair as well as additional grants.
The location is yet to be determined but city officials say they'd like it near Interstate 44 for increased visibility to traffic.
* An irrigation system for athletic fields in Orchard and Evergreen Parks.
* Soccer field lights in Orchard Park to allow for night games.
* New playground equipment at all parks.
* Lights for Elks pavilion in Evergreen Park.
* A new concession stand at Veterans Field on Park Street. The project would include design, engineering and construction. Blum said the current facility is too small and doesn't have adequate restroom facilities.
* Replacement of sidewalks as determined by Arndt and Building Inspector Joe Davis.
* New sidewalks, curbs, gutters and resurfacing for Springfield Street through the use of federal STP funding.
* The realignment of both North Outer roads and signalization at ramps accessing Highway 47 from Interstate 44.
The city has received 50/50 funding through MoDOT and right of way donations from participating property owners.
* Widen Route 30 at Bardot and High School Drive, as well as add a traffic signal.
* Expand Commercial Street from a two-lane highway to a three-lane highway by adding a center turn lane from Highways 30/47 viaduct to the intersection of Main and Commercial.
* New water mains on Carl, Chestnut and Mosely streets.
* New landscaping at the police department.
* Installation of a new asphalt trail from Oak Ridge subdivision to the school campus.
The project will need assistance and cooperation from adjoining property owners and the school system.
* An expansion of the wastewater plant located on Highway AB.
The plant is nearing 80 percent capacity and DNR has informed the city that an expansion will soon be required.
* The construction of a new 300,000-gallon water tower along North Outer Road by the VFW.
The new tower would increase storage capacity and eliminate water pressure issues in the area.
A funding source for the project has not yet been identified.
