The board lowered its estimates on projected collections to reflect the declines seen by other governmental entities in the county.
Originally, about $3.6 million over a 15-month period from October 2009 to December 2010 was estimated.
The board changed that projection to about $3 million.
The first year of the tax, the fund will have a 15-month cycle because of funds collected between now and October.
After this year, programs and services the FCCRB administers will be on a 12-month cycle.
Should sales tax figures come out greater than estimated, the fund could give out a number of small grants to area programs on a one-time basis, said Dawn Rost, board member and treasurer.
Members of the board also approved a draft administrative and operations budget for June 1 until the end of 2010.
Included in the budget is the pay and other necessities for an executive director.
The tentative budget of $151,141.49 includes everything from a laptop computer and cell phone for the executive director to paper and copies to Web site design to insurance and an annual audit.
The high-end estimate would keep the administrative costs within the 5 percent promised to voters during the Putting Kids First effort last year, which, for a 19-month period, would be about $200,000.
The budget also was based, however, on the executive director utilizing a home office, as it does not include any rented space or office furniture.
Members of the personnel board will interview five candidates for the executive director position this Thursday. They received a total of 21 applicants.
The position is expected to be filled by June 1.
Last month the board had to select a bank for the Children's Services Fund.
The board received no bank bids, members of the finance committee reported at the March 9 meeting.
The board decided to make the Bank of Sullivan the bank of depository.
The board meets at the bank's Union Banking Center.
Milt Branum Jr., president and chief executive officer of the bank and member of the board, abstained from voting and did not make or second the motion.
Sales taxes collected, which are usually deposited into accounts for similar programs around the seventh of each month, will begin either in May or June, said Annie Schulte.
Schulte does not serve on the board but helps with agendas and other business for the board. She works at the Crider Health Center and was the campaign manager for the Putting Kids First effort.
The FCCRB will hold a special meeting next Monday, April 27, to hear from the personnel committee on the interviews for the executive director position.
Its next regularly scheduled meeting will be May 18.
