Local Centers Offering Free Tax Preparation for Seniors, Others

Elderly, low-income and disabled people in need of help filing their 2008 tax returns can get it through the AARP Foundation.
Each year, the Foundation aids about 2 million Americans nationwide.
Four volunteer tax counselors, including local coordinator Frank Fazzari, help out in Franklin County.


"We don't do businesses or ministers, but we do child tax credits, earned income credits, people who are self-employed and most of the things on a 1040," Fazzari said.
So far this year, the volunteers at Union City Hall have been busy.
Fazzari said his appointment book was filled until the second week of March as of the first week of February.
The volunteers will continue to serve as many people as they can until April 14.
The volunteers handle up to 16 appointments each day and began services on Feb. 3.
Last year they served about 110 people for federal and state filings and about 225 for the stimulus payments in Franklin County, Fazzari said.
The charitable, nonprofit program also has sites in Pacific and Eureka at their respective senior centers, Fazzari said.
While the offices don't accept walk-ins, they are able to help people who do have appointments with other tax-related applications such as the state's property tax credit, previously called the Circuit Breaker.
Fazzari offered a few tips to potential filers who might need help this year.
For starters, not everyone is required to file an income tax return.
"There's a minimum on income for people, and they can find out what they have to do by getting the Form 9452 on the IRS Web site," Fazzari said.
People who make below the minimum, excluding Social Security, do not have to file income taxes.
"If you had income taxes withheld from anything, such as pensions, you need to file returns to get your refund," Fazzari said.
"The federal government does not send the refund money back if you do not send the return," he said.

The volunteers study and train for about a week prior to an IRS certification test each January.
"Anyone can volunteer. The program is offered in conjunction with the IRS. The AARP funds half and the IRS tax counseling for the elderly program provides the rest," Fazzari said.
