Plan Combined Study Of City Code Provisions for Zoning, Subdivisions

For the first time in “many years” the city is planning to do a combined study of the zoning and subdivision codes.

City Administrator Jim Briggs said city staff is in the process of negotiating a contract with the Peckham Guyton Albers and Viets Inc. (PGAV) consulting firm to conduct the study and recommend possible revisions to the two codes.

PGAV was the firm recommended by a committee that interviewed several planning consultants recently, Briggs said.

“If we can’t negotiate a contract with them, we’ll go back and look at one of the other firms that we interviewed,” he said.

The committee included city staff members and members of the city’s planning and zoning commission.

Briggs said the goal is to review the codes to make sure that provisions in each are compatible.

“We’re not looking to reinvent the wheel,” he said. “We want to make sure that the zoning codes are compatible with the subdivision codes so that developers and city officials know what to expect.”

Most of the work will involve cross-referencing provisions in the codes.

Briggs said it won’t focus on such things as lot sizes or zoning districts.

The city also has done an update of the subdivision code, but that work was done in-house, he added.

“This will be the first at the combined codes in a very long time,” Briggs said.

However, the full scope of the project won’t be known until the consulting firm begins reviewing the current provisions, he noted.

“I don’t think it will take more than six months to complete,” Briggs said. “We should have a document to review by the end of the summer.”

The city administrator said at this point the city does not have a firm estimate on what the project will cost.
