Michael E. Bailey, 28, St. Clair, was charged through Franklin County Associate Circuit Court on Oct. 20, for third-degree domestic assault and second degree property damage.
According to Police Chief Bill Hammack, officers were dispatched to a residence on Hibbard Street Oct. 15, at 8:31 p.m. in reference to a disturbance in progress. When officers arrived on the scene, a 20-year-old female told them she had an altercation with Bailey that escalated.
