A St. Clair man has been charged with assault and possession of drug paraphernalia.
Ryan E. Fleming, 27, was charged April 4 in Franklin County Circuit Court for assaulting an officer in the fourth degree, resisting arrest and for possession of drug paraphernalia.
The charges stem from an incident Feb. 27. Police Chief Bill Hammack said officers investigated Fleming who was slumped over a wheel of a vehicle, which was parked outside Casey’s General Store at 3:25 a.m.
Fleming’s speech was slurred and he responded incoherently to officers, according to Hammack. Officers found drug paraphernalia inside the vehicle.
Fleming refused to exit the vehicle when asked by officers. Officers had to physically remove him from the vehicle and he resisted arrest, according to Hammack.
Officers used pepper mace on Fleming, which had no effect on him as he continued to physically resist arrest. A taser was then used on Fleming by an officer and he was taken into custody.
