The contracts for the majority of the 182 Missouri license offices, including St. Clair’s, soon will be up for renewal, providing interested individuals and groups with an opportunity to operate one or more of the license offices located throughout the state.

According to the Missouri Department of Revenue, all of the license offices were put out for bid under the competitive procurement process in 2009. Contracts were awarded for one year with three one-year renewal options.

Currently, the St. Clair license office is operated by the St. Clair Area Chamber of Commerce. Both offices are located at 920 Plaza Drive, Suite F. The Chamber’s board of directors oversees the operations of both offices. Chamber Executive Director Angela Crawford is the manager.

The Union Chamber also oversees that city’s license office. The same holds true in Washington.

“This is a process that happens every four years,” Crawford said. “My staff and I have been working very hard to increase the level of professionalism and customer service in the St. Clair office.”

Crawford also said she believes patrons are taking notice of those changes.

“The St. Clair Area Chamber of Commerce is committed to providing this service to the community,” she said.

The move toward a competitive procurement process of the license offices overhauled the way local motor vehicle and driver’s license offices are awarded and was one of the first actions of Gov. Jay Nixon’s administration, information from the Department of Revenue states.

“This is an opportunity for qualified individuals and groups to run a successful small business in Missouri, said John Mollenkamp, acting director of the Department of Revenue.


Bidders must have an active Federal Employer Identification Number. Additional information on the process is available on the Department of Revenue’s website under a link titled “License Office Bid Fact Sheet.”

The Department of Revenue, through the Office of Administration, will post a request for proposal for each of the license offices in the upcoming weeks. Interested bidders will have about four weeks to bid on operating any of the offices.

Bids will be evaluated on areas such as the expertise of the personnel proposed, methods proposed for performing the services and whether the individual or entity is a not-for-profit, political subdivision, a Missouri Certified Minority Business Enterprise, a Woman Business Enterprise or a Missouri Service-Disabled Veteran Enterprise.

Chamber board of directors President Bob Triphahn was out of town and did not return an inquiry to comment.
