Franklin County employs more than 300 people, who in 2017, will take home more than $23.1 million in salaries and benefits.

Last week, the Franklin County Commission passed a $52.2 million overall budget. Once employees expenses are taken out, the county will actually operate on $29,128,363.

That remaining $29.1 million will then be disbursed into more than 25 separate funds for everything from full department budgets to the jail.

County Auditor Tammy Vemmer broke down the 2017 budget at a public hearing Jan. 24, before the budget was officially adopted, with a few changes by the county commission.

A beginning fund balance of $12,459,322 was carried over to 2017 and to that was added combined funds of $39,807,856.

This is where the money comes from:

• Taxes — $27,176,739 — 68.3 percent;

• Intergovernmental — $6,272,760 — 15.8 percent;

• Charges for Services — $5,534,457 — 13.9 percent; and

• Miscellaneous — $636,150 — 1.6 percent.

Two additional categories of investment income ($116,795) and licenses and permits ($80,955) round out the overall county income at less than 1 percent apiece.

Largest Funds

With $23.1 million already taken up by employee wages and benefits, the next largest budget appropriation is the county highway department with an overall budget of more than $24.1 million.

Rounding out the top three highest disbursements for 2017 is the sheriff’s department with a budget of $14.4 million, which is a combination of three separate funds.

Overall

According to the Auditor’s report, of the overall $52.2 million county budget, here is what the money is used for:

• Public safety — $14,639,865 — 28.1 percent;

• Capital outlay — $11,476,127 — 22 percent;

• General government — $10,321,082 — 19.8 percent;

• Highways and streets — $7,970,603 — 15.3 percent;

• Principal — $1,465,000 — $2.8 percent;

• Health and welfare — $1,358,130 — 2.6 percent; and

• Interest — $1,031,120 — 2 percent.

The remaining funds of business type ($596,394) and education ($195,751) round out the functions of the general fund with about 1 percent each of the total budget.
