A St. Clair man accused in the sodomy and rape of a 4-year-old over 13 years ago was charged Tuesday in Phelps County Court,

Douglas L. Brown, 60, was charged with three counts of statutory sodomy of a child under the age of 14 and one count of first-degree statutory rape of a child under 14. He is being held in the Phelps County Jail on a $1 million bond.

According to the probable cause statement filed in the Phelps County Prosecutor’s Office, one victim said Brown raped her in a mobile home in 2005 when she was 4 years old. He allegedly led her to a bedroom and had sex with the girl, police said.

Another victim said Brown sodomized her while she was young in the early 2000s. She did not report the incident because she was young, according to the probable cause statement.

Authorities said Brown was interviewed by St. Clair police July 2 and admitted to sodomizing one victim, but denied the claims of the second victim.

The incidents occurred while Brown was living at the Whitson Trailer Park, Rolla, according to police.

Brown confessed to St. Clair police that he sexually abused his own daughter in Iron County when she was younger. He was arrested July 5 by Phelps County deputies.

The investigation was conducted by the Missouri Children’s Division and the Phelps County Sheriff’s Department.
