Some roadway safety improvements already have been made through a $24 million state project that will address 16 locations in Franklin County.
But plans for larger upgrades along Highway 47 and in other locations have not yet been submitted for approval.
According to Missouri Department of Transportation (MoDOT) Area Engineer Judy Wagner, high-friction treatment has been installed along Highway 100 in western Franklin County. The treatment is a coarse material applied to the road surface that will result in quicker braking times.
“It rides really smooth, you can tell,” Wagner told the Washington Area Transportation Committee Monday.
MoDOT’s Design Build Project Director Vince Kaimann said the high-friction surfaces have been installed on Highway 100 north of Gray Summit and west of New Haven.
He added that rumble strips have been installed in various locations, including Highway HH and Highway 30.
Wagner noted that other projects, including right-angle turns on Highways M and T at Highway 100, have not yet begun.
At those locations, Wagner said, a right-turn angle change will require a full stop entering onto Highway 100. The goal is to prevent accidents when vehicles pull onto the busier roadway.
There are 16 locations within Franklin County slated for safety improvements through a state design-build project that is modeled to expedite the time line for upgrades, as well as cut costs.
The goal of design-build projects is that improvements all can be designed, and then constructed, within a relatively short time frame, so the state and contractor can save funds.
In this project there is a total of 31 safety upgrades in Franklin and St. Charles counties that will be completed by fall of 2019. Grouping the projects within a close proximity cuts the cost of mobilization for construction companies.
MoDOT entered into an agreement with N.B. West Contracting, St. Louis, in May to design and build $24 million in safety upgrades. N.B. West is partnered with Horner & Shifrin, Inc., Lochmueller Group and Engineering Design Source Inc. N.B. West was one of five design-build contractor teams competing for the project.
The upgrades range from signage and rumble strips, to pavement improvements and intersection realignments.
At many locations there will be no road closures during the work, or single-lane closures. Any work that disrupts traffic will be done during off-peak hours.
Some work that would require lane closures includes a high-friction surface treatment. The method would help drivers maintain better control of their vehicles. It would not cause any additional wear on tires.
Other improvements at sites within the county are intersection conflict warning systems, a series of signs warning motorists of an upcoming intersection, and that vehicles are entering the intersection from side roads.
LED lights will be added at some locations to draw more attention to stop signs.
Reflective signal backplates, a yellow backplate added to a traffic signal, will improve visibility at traffic lights.
Warning indicators also will be installed during the design-build project. Those include “Stop Ahead” pavement markings warning drivers of an upcoming stop sign, and flashing beacons, a red light mounted on top of a stop sign to help draw attention to the sign.
Some locations also will include turf shoulders, made out of earth and compacted rock base.
Other improvements include the addition of fluorescent curve signs, guard cables, wet reflective pavement markings and rumble strips.
There are several projects on major arteries in the county, including Highways 100, 47 and 50.
Highway B to Highway E — high-friction surface treatment at Olive Street, Highway E and three curves; centerline and shoulder rumble strips; fluorescent curve signs at all curves; across the lane rumble strips at three intersections; intersection conflict warning system at Olive Street; and flashing beacon at Olive Street at Highway E.
Yeates Road east to West Fifth Street — high-friction surface treatment at Highway 185, Highway KK and all curves; centerline rumble strips; fluorescent curve signs at all curves; across the lane rumble strips at Highway 185 and Highway KK; right-turn angle changes at Highway KK; and flashing beacon at Highway 185.
Highway V at Highway T — across the lane rumble strips, LED stop signs and right-turn angle changes.
Highway M — Right-turn angle changes.
East of Oakview Estates Road to Highway OO — high-friction surface treatment at Thornton Road, Fiddle Creek Road, 20 curves and 14 straight sections; edgeline rumble strips; fluorescent curve signs at all curves; flashing beacon, Thornton Road and Fiddle Creek Road; and across the lane rumble strips at Thornton Road.
Oakview Estates to just west of Thornton Road — high-friction surface treatment at one curve; and edgeline rumble strips.
Haase Drive to Shotwell Road — centerline rumble strips, fluorescent curve signs at all curves; right-turn angle changes; flashing beacon and across the lane rumble strips at Highway C.
Highway AT — intersection conflict warning system, across the lane rumble strips and right-turn angle changes.
Norwood Trailer Court to Highway 50 — high-friction surface treatment at Country Club Lane, Clearview Road, Old Country Farm Road, six curves and four straight sections; fluorescent curve signs at all curves; right-turn angle changes at Clearview Road; dynamic signal warning flashers at East Independence Road and Highway V; intersection conflict warning system at Country Club Lane; flashing beacon at Old Country Farm Road; reflective signal backplates at Clearview Road, East Independence Road, Highway V and East Main Street; and across the lane rumble strips at Country Club Lane.
Highway 50 to North Outer Road — high-friction surface treatment at College Road, Highway AD, Happy Sac Road, Airport Road, 14 curves and eight straight sections; centerline and shoulder rumble strips; fluorescent curve signs at all curves; right-turn angle changes at North Outer Road; intersection conflict warning system at Highway AD; flashing beacon at College Road and Happy Sac Road; reflective signal backplates at North Outer Road; and across the lane rumble strips at College Road, Highway AD, Happy Sac Road and Airport Road.
