Preliminary plat approval for a proposed Labadie development is on the Franklin County Planning and Zoning Commission agenda for Tuesday, Aug. 15.
The commission will meet at 7 p.m. at the county government center. On the agenda is a second look at the Decker Road development.
Last month the board voted unanimously to table the plat for Stonegate Farms, a 19-lot development located at the northeast corner of Decker Road and Stricker Lane. The project site is 104.13 acres.
The plans call for 19 large lots to be built over three phases. Five of the lots would be between 3 to 5 acres while the rest would be greater than 5 acres.
The plan board had several questions about an entrance on Decker Road. The developers had applied for an entrance permit, but were declined by Franklin County because of a sight distance issue.
The county requires 400 feet of sight lines to approve a permit and the plat showed only 260 feet looking south. The plat attempted to address the issue with a unique flasher system.
The system is MoDOT approved and used throughout the state at intersections with sight distance issues, he said.
The flasher system works with three signs. As a driver is leaving the subdivision, the vehicle would stop at a stop sign before turning onto Decker Road. The stop sign would be equipped with a solar-powered camera that would monitor when a vehicle approaches the stop sign.
The board had questions about how it would work and expressed concerns about it not being a true, proper fix.
Board members also stated the plat is missing a notation of the existing tree line. The sewer system also needs to be addressed on the plat, the board said.
Highway Administrator Ron Williams said the plat also failed to address stormwater management.
Instead of rejecting the plat and giving the applicant three months to refile, the board elected to table it and have the amended plat on the agenda for the August meeting.
The board also is slated to hear a conditional use permit request from Kristen Armistead. The applicant is requesting to operate a motor vehicle service at 991 Turkey Ridge Road in the St. Clair area.
Carla Theissen also has a plat on the agenda for her property located at 201/209 Decker Road in Labadie since May. Each time the request has been tabled to a future meeting. It’s back on the agenda for August’s meeting.
