A new sportsman’s club will be opening in Franklin County, despite nearby landowners’ attempts to shoot it down.

The Franklin County Planning and Zoning Board Tuesday night unanimously approved a conditional use permit for Robert Dix, of St. Louis, to build the club on 210 acres off of Highway 47 south just before Soaring Hawk Road in the Lonedell area.

The club will include outdoor ranges for archery, handguns and trap shooting, paintball fields, hiking trails, as well as a 3-D archery course through the woods.

Dix also has plans to build a 2,500-square-foot guest lodge that will be available for special and corporate events and include a small pro shop.

There is a 7-acre lake on the property that will be used for boating and fishing activities.

Dix’s final proposal brought to the board Tuesday eliminated the 300-yard rifle range and skeet shooting.

The CUP comes with conditions, however. Some of these include a membership limit of 250 individuals or families and shooting will only be allowed from 9 a.m. to 5:30 p.m.

Also, signs must be clearly posted along Soaring Hawk Trail that read “no trespassing,” “private property” or something similar, and no alcohol or automatic weapons will be allowed on the premises.

The conditions come in the wake of concerns heard at a public hearing at the March planning board meeting.

More than a dozen people came forward, mainly with questions about noise, property values and their safety, as well as the safety of Boy Scouts attending a camp on Soaring Hawk Trail near the proposed club.

Two Washington County residents who have acreage adjacent to the proposed club appeared before the board during public comments asking it how they could proceed with an appeal to the board’s decision.

David Smith and his father Lawson Smith said their property was within the required 600 yards of proposed club, but claim they were never notified of the public hearing.

Planning chairman Bill Evans said all building plans and any additions to the facility would need to come before the board for approval.
