Havin Material Granted CUP For Sand, Gravel Excavation

The Franklin County Planning and Zoning board Tuesday night granted Havin Material Service Inc. a second conditional use permit to excavate sand and gravel from a Meramec River gravel bar, but this time, there were no objections to the request.

The company will be allowed to excavate on 263.26 acres located at 373 Bruns Bridge Court, about one mile north of the intersection of Mill Hill Road and Bethel Church Road in Central Township near St. Clair.

A second excavation site located on the same property also was approved.

This past February, several nearby landowners objected when Havin owner Lynn Havin Schulte requested a CUP at another location on Sullivan Bottom Road.

Despite those concerns, Schulte was granted that request.

This time, a nearby landowner spoke in favor of the excavation via a letter to the planning board.

“I would be happy for Havin Materials to extract sand and gravel near Bruns Bridge,” stated Mary Jane Lewis, who owns property near Bruns Bridge. “I hope they remove it so the river’s main current returns to its original flow.”

Lewis stated the gravel bar has caused several feet of her river bottom ground to wash away each year.

Schulte told the commission she would make any improvements necessary to the entrance of the property where her trucks will be coming and going.

Hours of operation would be from 7:30 a.m. to 4 p.m. Monday through Friday, with possible excavation on Saturdays until noon.

“We are so behind and we need the material,” she said.
