County Hit With More Fees

The Franklin County Commission recently approved increased costs associated with a bridge project.

The commission unanimously approved amending its contract with Wunderlich Surveying & Engineering, Inc. of Union by adding an additional $9,752 to the cost.

The new concrete bridge crosses Bucklick Creek near New Haven and replaces the former bridge that was more than 90 years old.

The extra costs are associated with construction inspection for the project.

With the change, the county’s contract with Wunderlich was not-to-exceed $78,341 for design engineering and $38,474 for construction engineering.

The bridge construction cost was $342,006 and right of way acquisition was $5,520. With all costs included, the total project was $464,341.

Chester Bross Construction Company of Palmyra was the construction contractor.

The cost of the project was covered 80 percent by the federal government and 20 percent by the county except the additional $9,752 cost, which was covered entirely by the county.

In a letter to the county, Wunderlich explained that the additional cost was needed because of changes the Missouri Department of Transportation made to the local public agency manual.

The letter explained that the contract for the work was approved in 2010 and based on the old manual. The new manual requires more stringent inspection of the project and therefore more time on Wunderlich’s part.

The additional cost approved by the commission covers 119 hours and 21 extra trips to the site.
