Franklin County deputies issued alcohol-related citations Wednesday night to seven minors in the Villa Ridge area.
The investigation started when a deputy who was patrolling in the area of Highway AT and Route O about 11:40 p.m. saw a male clad only in underwear rolling around on the side of the road and determined that the teen was intoxicated.
The deputy then saw a limousine dropping off other teenagers at a nearby parking lot where they had left their parked vehicles.
The teens hired the limo service to attend a concert in St. Louis, the sheriff’s office said.
During questioning, the officer determined that several of the teens were visibly intoxicated, according to the report.
Other deputies were called in to help catch two teens who fled on foot.
The sheriff’s office said the minors ranged in age from 17 to 20.
