City Awards Contract for Street Sealing Program

The winning bid for a contract to seal various streets in Washington this year is more than $140,000 below the engineer’s estimate.

City council members unanimously approved an ordinance this week awarding the contract to N.B. West Contracting Company which quoted a price of $409,864.10.

The only other bid received was $477,000 from Pace Construction Company.

The engineer’s estimate was $550,000 for the annual maintence program, which involves sealing cracks, then applying an ultra-thin bonded wearing surface, commonly called Nova Chip, over existing pavement.

About half of the streets in the program will including milling work along curbs, City Administrator Jim Briggs told the council.

City Engineer Dan Boyce said West’s bid is about 65 cents per linear foot of pavement. He told the council that during a pre-construction conference he and company officials may look at other streets with the possibility of expanding the program due to the good pricing.

The contract also includes some concrete work associated with the the maintenance program.

The city has been using the Nova Chip method for a number of years. It replaced the old chip and seal method which drew complaints from motorists.

Since passage of the half-cent transportation sales tax, the city typically has allocated approximately $300,000 annually to seal various streets based on their conditions.

The streets slated for sealing this year include:

West Second Street, from Cedar Street to High Street;

West Front Street, from Cedar to Stafford Street;

Lafayette Street, from Fifth Street to Second Street;

West 12th Street, from Jefferson Street to Stafford;

Locust Street, from East Main Street to the dead end south of 11th Street;

Hooker Street, from Second Street, south to Seventh Street;

Seventh, from Hooker to MacArthur Street;

MacArthur, from Third Street to Eighth Street;

Burnside Street, from Third north to the dead end, and from Eighth south to the dead end;

Third Parkway, both lanes from West Way Drive to East Lane Drive;

Karen Lane, from Madison Avenue to a point just west of Camp Street; and

Caroline Drive, from Madison east to the dead end.
