City Council Accepts Pool Management Bid

Washington City Council accepted a bid Monday night from Midwest Pool Management to manage and operate the Agnes Nolting Aquatics Complex.

The bid was from the same company that provided the services for the past four years. The contract expired this year.

The parks department solicited bids for a new three-year contract from 2013-15, with an option to add two more years on an annual basis.

Darren Dunkle, parks director, told the council that he felt it was a solid bid and that the department was happy with the services provided during the last contract term.

The contract has a management fee ranging from $27,144 in 2013 to $30,610 in 2017. The fee encompasses management, insurance, licenses/permits, services, activities, payroll taxes, etc.

The maintenance fee ranges from $18,159 in 2013 to $19,795 in 2017 and encompasses maintenance items such as supplies, chemicals and equipment.

Maintenance and management fees were comparable to the previous contract.

The bid for 2013 is nearly $36,000 less than what the contract stated for 2012.

The “not to exceed amount” is where the main cost differences were. The amount covers lifeguards, staffing and general operation of the pool.

The maximum “not to exceed amount” is $83,624 in 2013; $86,427 in 2014; $89,230 in 2015; $92,113 in 2016; and $95,073 in 2017. The above amounts do not include compensation limits of hourly staffing for swim lessons, swim and dive team practice/meets, aquatic programs and rentals.

Because of the city’s good track record, Dunkle said, the company was able to reduce the amount.

The contract was approved 8-0.
